Average...well, that's a very obscure word. Normal...yes. You're not a midgit...but you're not tall.
I personally (as a girl) was 5'4" as a 13 year old and was 5'6" as a 14 year old. And as a fourteen year old...I wore a 10.5 mens. Yes, I know, big feet. But that's why I love basketball. =]
But don't worry, you will grow. And it's different for everybody. Don't compare your height or your weight to anybody else. You're an individual and value that.

i would say average cause you still grow till about 18 and I am 24 and am only 5' 2" I wear a size 61/2 in shoes
Thats on the short side but you haven't finished growing. I was 5'4", 99lbs when I was 14 and now I am 5'9" and more than 99 lbs. I don't remember what my shoe size was-that was 20 years ago. Don't sweat the size thing-you will get bigger. Look at how big your parents are and how big your uncles are.

You sound on the short side, but not abnormal. I mean myself, being a girl and almost 14. I'm 5'5 and I wear a 7.5 shoe, but I am a girl.

u normally get ur growth spurt when ur in highschool so its hard to tell if ur gonna be tall or short. SMALL SMALL SMALL feet.
Judging by your shoe size, you have not hit your growth spurt. Don't worry about it. I was your height-a little shorter actually, and I am now almost 6' tall.
