No on is without a job, healthcare, or on the streets begging. While this sound like an ideal system it very rarely works out, the best working present example of a communist country would be Cuba.
As for the US industrial capital, it could mean a couple of thigs, first the amount of money made from the US industry or someting along those lines. Or it could be the state in which has the leading industrial based economy giving it the title of the the Industrial Capital of the US.
