Its ok. If you are an adult you can be with a minor thats a maximum 4 years younger than you.
If you're in the UK its not child abuse i can't say for the USA
A 19-year old has no business having a 16-year old gf. But if you choose to, keep your hands off of her! Legally, she has no say in liking anything. There is no such thing as consentual sex with a minor! In most states in the USA, 16 will get you 20!
Find someone closer to your own age. What do her parents think of her having an older bf? I don't think it's child abuse, but if is even a remote concern, don't do it- if you have to ask that, doesn't it feel weird? I think that the age of consent is 16 in most places though.

That depends on where you live but I think the laws of consent apply to sexual intercourse not to kissing. You might want to research your local laws or find someone else that is at least 18 years old.

You know, kissing leads to other things. I just don't see a person of who is considered "of legal age" waiting for 2 years for other things, if you get my drift.
It is a situation that you need to avoid because you are the one that faces jail time if anything did occur. It's not worth the risk. You need to be hanging out with people your age or older, not high school age.
I'm sure you feel comfortable around high school age kids because you just left that scene, but it's time to move on.
It wouldn't be considered child abuse, but you can be prosecuted in the US for having sex with a minor, even at age 19. If you just kiss her, I don't think there are any laws against that. But, I don't know any 19 yr old boys that are just satisfied with only kissing.

The term is not "child abuse" it is statutory rape, and if you as an adul,t (chronologically not mentally), do much more you might find yourself in jail. She doesn't have to press charges, the state will.

If your in the uk, then thats fine. Shes above the legal age, and as you both want to, then theres nothing worng with it, but I honestly don't know if this is the case in other countries.
Kissing &dating have nothing to do with the age of consent anywhere. 16 is the average age of consent for sex. 3yr age difference no big deal at all. Both of you are teens and young adults.
