Answers: Boys have them because they stand up to travel. Girls don't need them because they sit down. Simple is best at that age.

Steer away from the sex angle, they are too young to read it anyway. I told mine that boys and girls were basically different! I told mine those 'bits' were where on earth they each did the toilet and simply moved out it at that. Make out, in a highly matter of reality voice that's its no big deal and don't discuss it again until they are seriously older! Bear within mind, that if you don't and you go into the sex entity, they will, tell Granny, the neighbour and their pal, probably their teacher who will regard you are perverted telling a 4 year elderly about sex! I other told my children the truth when they asked me questions similar to this but never gave more information than be asked for.
My daughter was with the sole purpose 3 when she asked me the facts of life. you could articulate when boys grow into men they need willys to plant the seed to make babies. ladie grow the seed. see if he asks for any further info. Its not too early to permit him see animals making babies either in need mentioning people.

LOL I remember this interrogate! I have 3 sons and the worst press ever has to be from my after 7 year old when he said "Why does my willy progress big sometimes?" Oh my god! I nearly died. To that question, I steadily replied "It has to grow of late like the rest of you." He be perfectly contented with that, although I be worried for days afterwards in travel case I'd said something wrong. To your question, I'd right to be heard keep it simple. It is best to tell them the truth, although maybe not in any great detail!! It is major that children know these things early as once they carry to school they can be heavily influenced by peers. Im sure you be told that you could get pregnant from a boy kissing you etc. If the proper information is in that from the start it can benefit the child.

Tell him because they are different,so the have different body parts.
Don't slouch, but be dismissive. If he (he?) is insistent about knowing, basically tell him that it is what make boys boys and girls girls. Tell him, "that's what makes you a boy." To form a fuller explanation if he needs one, use solid names—"boys have penises and testicles, that's what make them boys; girls have vulvas, that's what make them girls."
If he is VERY insistent, I'd think a cursory explanation of sex—"it's so a mom and a dad can trade name a baby"—is probably not going to hurt anything.
If he clearly wishes to know way more than he's in position for, you can always resort to recounting him that you'll tell him when he's elder. I tend to think it's best to try to answer question though.
edit: A couple other posters enjoy said to say it is so you can report to who is a boy and who is a girl. I'd think this phrasing is poor, because it imply you go around looking at people's genitals.
Get him two dolls...one boy doll and one girl doll. Show him the difference and consequently say "That is jsut how they are created."
P.S. When he asks how babies are made, find him a book called "It's Not the Stork!". It explains sex and adjectives of that so that it isn't akward.
Say because God made them differently. You don't have to gain sexual about it or anything.
