Does anyone know why a baby rubs his/her face all the time, this includes the eyes is this normal?

You're the best judge of your baby, so you are probably right that he's experiencing discomfort. Lots of babies start getting teeth around 4 months. It's usually accompanied by drooling, lots of sticking fingers in mouths, biting everything within reach, and an inability to settle down. Talk to your pediatrician about it, but sometimes a little Baby Tylenol will help if it is teething pain. Also, you might look into some teething toys that you can put in the freezer or warm up in hot water. Sometimes that soothes the biters. The good news is that if it is teething, it won't last long.
If it isn't teething, it might be allergies. If you notice any other symptoms like runny nose, extra eye gunk, or irritated skin, you might check to see if he's allergic to something in the house (maybe holiday decorations if there are live plants or fresh-cut branches in the house) or any of a variety of household detergents or cleaners. You could be right about the teething. Have you asked the pediatrician?
I didn't think babies teethe at 5 months. It may just be trying to comfort himself. I would mention it to the doctor at his next check up.

if he is sleepy because he sleeps bad from teething, get him some teething gel. Also allow him to chew on hard objects, teething rings.also you can rub down his gumline where the teeth are errupting before bedtime, then put some teething meds on it. The pressure will give the tooth a smidge of room for growth so he can sleep better. A warm bath before bed is also relaxing.
If it is allergies, he may have teary eyes, sniffly nose, etc... Get a plastic mattres cover, vacum daily, and place an airfilter in the room. Move the crib away from the window to some other wall with no windows and away from drafts.
