why would an employer pay for your kid?
That is a pretty generous benefit. My company (a VERY large one) does not offer adoption benefits other than the same family leave as everyone else.
Sounds like you're really lucky to get any $ at all -- I've never heard of that.
My employer would give me the same as for a natural childbirth -- some weeks (4? I forget) of paid maternity/paternity leave.
I think your employer is most generous. I wouldnt be lobbying them for more money .
Accept it graciously and there other adoption agencies that do not charge as much as $25K. Why not adopt locally ?
My company will reimburse for up to $5,000 for an adoptive, which I think is very generous. This is a new policy effective 1/1/2007 and I am soooo thrilled since we just started the process of private domestic adoption. Rarely do I hear of more than $5,000, you can try, but I don't think you will be able to be granted more.
Upon a completed adoption (either domestic or international), you would be entitled to almost $11,000 in tax credit from the US government which is also a trememendous help. I try to think of that as another form of financial assistance.

Also, I have known some people to adopt from the Ukraine and their adoption costs were under $20,000.
