They are all equally important.

age on the box. small peices and what annoying sounds it makes because if the sound is bad then the child will "loose" it while he/she is sleeping.
safety, age specific, and educational.

1) does it suit the child's age? (you don't want to give a toddler a barbie doll. she might choke on one of her stilletos!)
2) does it teach good values? (unless you want to teach your child about violence, go ahead and get him a toy gun!)
3) is it value for your money? (quality vs. quantity--- don't buy something just because it's expensive. it doesn't assure anything. don't buy something cheap just so you can get more. it's cheap because it breaks easily. so you'll end up having to buy a new toy...added cost)
age

parental approval of such toys, for ex. a muslim family may not want a their child to play with a toy dog, i would prefer my child not play with toy guns.
