Everyone should be temporarily sterilized when they reach puberty. Then to be unsterilized, they must pass rigorous tests of psychological stability, intelligence, responsibility, and fiscal fitness. Excellent discussion topic!

just because people arent the smartest, doesnt mean they cant have kids. If they are abusing them,etc then something should be done to take the child away, but other than that, no.
Yes, you would think...you need one to drive a car, a different one to drive motorcycles, trucks, geez you need a license to fish for pete's sake.And I think it should be a common sense test!
Ask the Chinese government. You have to have permission to become pregnant in China and if you become pregnant without permission your child has no future.

No not really, some would love to limit it, but I think that would be a horrible thing. I know there are some people we all think shouldn't be allowed to have kids, but its their right. We can't really tell them no.
I have heard of state mandating orders of fixing a man or woman, but I dont know of any REAL cases for examples.

Although I remember my mom telling that when she was pregnant with me the social workers made several visits during pregnancy to make sure she has everything that the baby (me) will need after it is born. But that was when my country was occupied by comunists .
I think there should be a verbal or written test, with questions like "What do you do if your 6 week old baby cries all the time?" Or "Do you give a 6 week old baby 2% milk?" Or "Is it appropriate to spank an infant?"
If a test like that was required, that idiot called "Destroyer" who posts his ridiculous, yet disturbing, questions here all the time would never have been allowed to make a baby.
I believe this would be a great idea in theory, however the last part of your question is the downfall. How could this be regulated? If this is ever figured out I believe we could eventually "cure" poverty. Some of the things I see parents allowing their children to do makes me very sad.
Yes, I totally agree with that. I don't think minimum educational requirements would be enough since there are plenty of stupid people who graduate high school and even go on to college, so I'd say IQ tests. And proof of financial responsibility would probably be another good requirement.
And something I've always thought myself is that there should be a limit on the number of kids, kind of like China, but not so harsh. Maybe a limit of three and after that, each additional child should have a large fee.
Look it is every humans right to procreate. Me and my husband have an annual income of probably about $40,000 a year. That means that for a family of 4 we are just at above poverty level. If someone was to tell me that I can't have my two wonderful daughters because I don't fit the profile or I don't have enough financial security. Now that is discrimination. Now why don't you tell me, what is going to happen to women that are raped and become pregnant from that? Are you telling me that they should be penalized for having a baby and not taking the IQ test. It would be this kind of mentality that would put us back into the era where abortion would be illegal and you have young scared women out there looking to get rid of an unwanted pregnancy because they did not want to be fined. So no, a license should not be required to have a child.
I think there should be some form of a test or a license needed in order to have a child. It seems to me that many who cannot support children, don't know how to, or don't even want to have them end up with many, many more than they possibly should.
Many may say it is someone's "right" to have children, but what about the rights of the baby that will grow up into an adult with some issues s/he really needs to solve?

I agree, there are way too many people having kids without even a clue as to how to be a good parent. I don't know what type of requirements there should be, but there should be something. There was some moron earlier asking why their 6 week old baby was sick, they'd been feeding him grape juice and 2% milk. Sometimes I wish you could shoot someone via email.
