Embryo adoption is much like adopting a child or children that is/are already living. The legal aspect shows the adoptive parents have all the lawful rights to the embryo(s) - including decisions made before and after implantation. The biological parents' rights are terminated just as if the child were already born. Adoptive parents have many different reasons to choose this path. However, if the woman is unable to successfully carry to term, then the option of using a SURROGATE comes about.
A surrogate mother can work for a couple in several different ways. There are two types of surrogates: Gestational Carriers and Traditional Surrogates. A traditional surrogate carries a child biologically related to her and conceived through artificial insemination. The sperm could come from the intended father (mostly the case) or even a donor. A gestational surrogate carries an embryo or embryos that are created OUTSIDE her body. The genetic makeup of the child/ren is/are not of consequence when categorizing this type of carrier. Of course, most gestational carriers are used to bear biological children of the intended parents, usually due to the intended mother's inability to carry.

I don't know from experience, but I believe that embryo adoption allows you to keep and raise the child after birth, whereas surrogacy is where you carry the baby to term and give the baby back to it's biological parents at birth. Surrogacy is for people who want to have a biological child but the woman cannot carry it so someone else does it for her.
embryo adoption is when someone fertilized eggs but didn't use them all. If you want a baby and your eggs are no good you can adopt an embryo the same as you adopt a child only you carry your child and then you keep it after it is born.
surrogacy is where your eggs and sperm are good but for some reason (ie, incompetint cervix) you are unable to carry a child successfully. someone else (the surrogate) would carry your baby but give it to you when it is born.
when you use a surrogate it is your biological baby you keep, but didn't carry.
when you adopt it is not your biolgical baby but you did carry it
