Surprisingly, the USA is not a very good answer to this question. Our neo-natal mortality rates STINK! The USA has the second worst newborn death rate in the modern world!!!

The United States consistently earns a low rank in studies about newborn babies’ survival. Among 33 industrialized nations, the United States is currently tied with Hungary, Malta, Poland and Slovakia with a death rate of nearly 5 per 1,000 babies, according to reports. The really disturbing news is that, among blacks in the USA, there are 9 deaths per 1,000 live births. *****This statistic is closer to the infant mortality rates in developing nations than to those in the industrialized world!***** The lack of any national health insurance and short maternity leaves (practically non-existent for some low income mothers) likely contribute to the poor U.S. rankings. Those factors can lead to poor health care before and during pregnancy (and sometimes no prenatal care at all). This lack of adequate health care increases the risk of a premature birth and a low birth weight baby, which are the leading causes of newborn death in industrialized countries. Other factors that may contribute to the USA’s low ranking are teen pregnancies and obesity rates.

Sweden, Denmark and Finland (countries where midwifery is the norm!) are at the top of the list for BEST materal/infant outcomes.

What can be done to help reverse this disturbing trend?

Some things that could improve in my opinion: more affordable prenatal care available for all expectant mothers, better access to licensed professional midwives for low-risk mothers, caregivers who spend more than 5 minutes in the room with the expectent mother answering questions and providing information, mentoring programs for expectant teen mothers, better follow-up in the post-partum period, availability of information about and access to birth control to prevent closely spaced or unplanned pregnancies and better breastfeeding education and support.

BTW..
I am pretty sure that if you are a resident of the USA and give birth elsewhere, you child actually has DUAL citizenship!

I believe sweden has the lowest rate of infant mortality as well as use of c-section.
i would go with the usa but then again i guess that would come down to where you live at.

That depends on where you live. Where ever you give birth is where your child will be from. So unless you want to raise your child as an illegal immigrant I would suggest you have your baby in the country you live in. I believe they are all basically the same although in Canada we don't pay for it, the government does.

I don't know about best... but I am an US Air Force member stationed in Germany, and my wife (she's not German) works as German national on US air force base. She gets about 200 Euros for each child per month (we have two), just for working as German national. And I think I've heard that they have good health insurance, too (I have no idea how expensive their insurance is but...) -- heard that if you were going to have a baby, they'd give you a private room and your own doctor, 24-hours a day! I've never experienced any of the health insurance part ourselves though. But the downside is, you have to pay 16% tax on everything (from candy bar to utilities and everything you buy) -- we can get away with paying taxes since I'm excempt (military), but if you are not, then it will cost you. (Oh and the exchange rate does not help us either. 1$= 0.75 Euro)!
Sweden, Switzerland or Germany- excellent medical care (better than in the US), much lower costs than in other industrialized nations, free maternity education classes, and long maternity leave.
It's expensive for society overall, but great for the mothers.
