Are you crazy? Get her to the doctor immediately. She is having an allergic reaction, she might have asthma as a result of the allergic reaction and the cough is fluid in her lungs (asthma) and she could close right up and stop breathing...so get her to the doctor immediately! I'm surprised your doctor didn't have you give her Benadryl, an antihistamine. That would be my first move but ask your doctor and get your child there TODAY.
Children need to have exposure to something ONCE before they develop an allergy to it. She could have had milk all along and suddenly become allergic to it.
Frankly, at this point you need to get her tested for allergies. This is the only way to know.
You should only used IVORY SNOW on babies clothing and always if they have skin sensitivies. Don't use lotions or powders, baby oil only if needed.
My guess if it's not a virus it's likely food allergies, maybe even mold or dust or other environmental allergy.
And yes, it's happened to two of my three children, the worst being my daughter who ended up having allergies and asthma (doc kept saying she was too young which really pissed me off I almost lost her!!) and my first son always seemed to get hives with viruses. He always had sensitive skin and actually was diagnosed with cancer this past summer, lymphoma, so maybe there was some immune thing going on with him all along. He's in remission now, hopefully for good.

go to the doctors if you are concerned with a young child they should see you asap like now. it sounds to me like heat rash which can be ugly and very red but if she has a cough she could also have a slight temperatuer as these sound in the places babies sweat. keep her clothing loose and use aqurious cream most of all go to the doctors.
In the mean time, give her some children's benedryl! Allergy can happen anytime, to anything, even if you didn't before. Sometimes you can become allergic if you have more than the threshold that your body can handle. I.e., a little cheese is OK, but allergic to a entire glass of milk.
