I am assuming a lecturer is a teacher. Anyway no matter who it is it is a blessed event and the best way to say it is "congratulations on the birth of your child" sweet and to the point.

If you really want to make him happy when you see him after he returns ask him to see baby pictures if he doesn't offer before you get a chance.
