I did some research on the Wisconsin Department of Public Instruction website and found that "a child may not be excused for more than 10 days in a school year", with the exception of temporary physical or mental illness. It doesn't specifically say what will happen if a child exceeds the 10-day excused absence limit, however, it does go on to talk about truancy and how the parents/guardians can get fined and/or imprisoned if they allow their child to become truant.
Unfortunately, that's all I could find ANYWHERE on the internet remotely related to your question. I couldn't find anything specifically about how many days of absences would constitute having to repeat a grade. My suggestion would be to ask your daughter's school this question directly.
I hope for your sake and hers, that your daughter won't have to learn the hard way. I know it's hard as a parent to know what is and what isn't the right "sickness" to keep the child home from school for. I'm dealing with that as well (I have a third grader). It's weird I come across your question right now because just the other day she tried to pull a "I'm not feeling good" thing but my instincts told me she was fine because she didn't look or act ill in the least. It turned out I was right - she went to school for the day and her "not feeling good" was never brought up again by her that day.
Anywho...as I said, I'd contact her school for the answer to your question. Maybe have a serious talk with your daughter about how important it is to have good attendance at school and the repercussions if she doesn't. If she is seriously having frequent headaches that are so debilitating that she can't go to school, however, I'd definitely get her checked out by a doctor. But if you sense that the "headaches" are pretty much just excuses, I'd have a talk with her and also ask her if she's having problems with school and let her know you're there to help and that you care. Maybe she's dealing with a problem and that's why she wants to stay away from school.
