How do you help an 11 yr old get over his fear of dogs?

Educate him about dogs. Get books about dogs, movies about dogs and dog toys to play with. See if you can find a person who has a very well behaved dog so he can see one that is fun to be with(one that will fetch a stick or a ball would be good). Are the biting dogs in a fenced in area? Maybe he could cross the street where the bad dogs are? Or maybe a older child could walk with him to school for a while(one that is understanding).
get him a new born puppy
Start with getting him a stuffed dog and let him or her play with it then take him to the park and let him see people playing with their dogs and let him go up and pet the dog. He should like them once he sees that not all dogs are hateful.
Well please answer this, does he know most dogs are nice, or does he think they are all mean?
I would definately get him a baby puppy so he sees that all dogs are not vicious. Good luck!

nothing much you can do.People have different fears for no reason for example : cats, snakes,the dark,heights,birds etc...
I'd call the police if the dogs are running lose ! !
