Why are 7 year old kids turned down wen asking to have some thing that they know how to use but are for age 10

All kids think they should be able to do things that "older kids" do. They simply lack the judgement to make those decisions. Trust the adults to decide what you are old enough to do. There is plenty of time to do grown up things. Enjoy being a kid!
Because the parents/authoratative figure does not completely believe they know how to use or handle whatever this something is and can sometimes be overprotective.
