Why not take her to a dermatologist , they will test her to see if she is allergic to the zinc in most creams ,or if it is a reaction to another chemical in the creams , and when they determine which will work they will give you some free samples, instead of trying a bunch of free samples that could cause needless irritation to the child. then just buy what works, do not be so cheap when it comes to your child.
Dont know if this is any good to you but it could be down to somthing simple in his diet. My sister's boy had very sensitive skin, I think it turned out he had and allergy to cows milk! She stopped giving him dairy products for a while and he was fine. He's now 5 and has grown out of the allergy (he's a big cheese eater now!)

duno any GOOD freebie sites (tried most of 'em, n i just get LOADS of junk mail now), but u culd try putting plain yoghurt on her skin. sounds daft i kno, but my hamster had really dry skin, n i culdn't afford what the vet told me 2 use so he suggested yoghurt. a big tub of value stuff is about 60p in tescos! plus if she decided to lick it off its not going to hurt her! plus if u live in the UK, take her 2 the doc n tell them u cant afford these fancy creams 4 her skin. they'll give u a perscription 4 a HUGE (and seiously, i mean huge) tub of basically E45 cream, but milder. and cuz its of ur daughter its free!
just go to the major supplier sites, johnston and johnston, the ones that sell that kind of thing in the stores, they usually have samples, and/or coupons so you can try their products.
you could see your doctor about creams for your daughter especially if its a persisting skin condition.
