I would have a dress up tea party and all the girls dress up in grown up dresses or their own pretty party dresses..Or Everyone does each others hair and make up and nails. like a beatuy shop spa party . Little girls just love this stuff.
A murder mystery party(with out the murder). You can get kits online for around $35. It gives you all of the lines for each character. The kids dress up as their character and all have parts to act out. Google "murder mystery" and a bunch of sites come up.
I did this for my daughter's 11th and they all had a blast. All of her friends are begging for her to do it again this year.

Try having it at an arcade if ahe likes video games.If she doesn't try the park or something.She is sure to have fun at the park.
