Do not put the restrictions on the child. For eg. No TV, no video games..etc. Let him/her play or let him/her do whatever he/she wants. But convince him/her to study with love. Anything is possible with love. Do not get angry when they oppose. Be patient. For eg. tell him/her 'first complete your homework, then play' and you too involve with him/her while playing.

What's preventing them from concertrating? You need to set up study times. Where there is absolutely no outside noise. No TV no Phone. No video games etc. When there is a lot of things going on around them it can be difficult to concertate on studies. However before you start the no noise study time him/her to sullivans learning or some place like that where your child can be evulated. This way any learning disability or major miss on an education stepping stone can be ruled out.

Have them tested for ADHD/ ADD. Most are really smart just cant focus on the needed task if any distraction is present.
ask them what they learned @ skool. when they have to study for a test make flash cards and play games with learning @ the same time. say they hav a vocab test on the word 'affect' then right it on 1 side of the flash card. on the bak right the definition.
make a proper timetable for them, it is not that the whole day they will sit with the books, tell them to study for an hour nicely and whoever finish al the studies can go to play or have a surprise.. see this will help
