if they are young I would just calmly explain that that is inappropriate behavior, and we do not do that. Since this is in the grade schooler section, I assume they are young. What have they been seeing that taught them to do this? I would stop all television/movies that are not rated G or PG and meant for kids. Talk to the cousin's parents and figure it out together. At this stage, it is not a huge deal. They don't really know that cousins are taboo and are probably just acting out something they saw, either on tv or real life. Just talk to her and the parents of the cousin.

At this age it's just kind of a curious phase they're going through. You just need to explain to her what kind of physical affection in acceptable and what's not. It's definitely not appropriate to be infatuated with one's close relatives. At the same time, it is not abnormal to experiment for a brief moment in time. She'll grow out of it when she discovers that intimacy is accessible outside the family, but a cousin can be a convenient outlet for trying things one might not immediately do in their social circles. Sort of like cousins who kiss and ask each other afterward if they are a good kisser before going home to that first boyfriend or girlfriend to do their "real" first kiss.
