Go to the auto parts store and buy a hand cleaner called GOOP. It removes stains without damaging the carpet. Once you use the GOOP to remove the stain, use a steam cleaner to remove the residual. GOOP is a way cool household help item. I was a stay at home dad after a career as a helicopter mechanic. I used GOOP to remove grass stains, crayons from walls, shoe scuffs, dog and kid poop stains; the list goes on. It also cleans the unknown crud that accumulates on kids' hands with ease.

get your steam clean or rent one, if not soak the stain with carpet cleaner and scrub until fully soaked with cleaner, wait and clean with a hot towel or paper towel. Tell him that it's not nice to colour the carpet, because it makes mommy sad. Tell him he can colour on a poster board. He probably wanted some "water" in his toy games with his g.i. joes or whatever.
Try COLD water first - plain and simple. Almost all food colourings are water soluble.
keep trying to add water and dilute it, and maybe try one of those Mr. Clean Magic erasers. Be carefull trying to use anything else, it could bleach out your carpet...or you could bleach that spot, then try to re-dye it with Rit clothing dye. I used that to dye an entire room of carpet once. It worked pretty good. Good luck! Let me know how it turns out.

This type of stain is one of the hardest to get out the carpet. I would recommend using a wet vac and slowly pour hot water (from a kettle) on the spot and vacuum it up at the same time, (this will open up the dye ports on the carpet fibre releasing the stain. and remove the residue from the carpet).
If the stain is still visible than try putting Dawn dishwashing liquid (4 or 5 drops into one cup of water) or carpet spotter. Dampen the spot letting it soak on the stain for about 5 minutes and repeat step one. After this you should rinse the area again with the wet vac and hot water.
Please be careful with what product you uses (neutral PH carpet cleaning solution is best). Please DO NOT put anything on the carpet that was not made for carpet.
