i suggest after school tutoring. either at his school or an outside tutoring service. sounds like a form of 'test anxiety.' when he's put on the spot he loses his thought or what he just read. get a tutor that will spend time with him and allow him to work and express himself at his own pace. stress and anxiety is the major cause of most learning disabilities. you could maybe have him evaluated for ADD (attention deficit disorder) although i dont support medicating young children, you could possibly learn about some techniques that would allow him to comprehend better.
he is also most likely pre-pubescent and his brain is making the transitions for his body to enter adulthood. just be patient with him for now, things should straighten up soon enough.

Remember, 10 years is often a fristrating time for boys anyway! My son is 10 and EVERYTHING is huge. It's a difficult tranistion from being a little kid to a pre-teen. They still want to play cops and robbers, but they are often "too cool"... so... he may just be going through an awkward time. Try to minimize changes in his routine and see if that helps.
If your son is like I was (and still am to a degree), then his thoughts are processing faster than he can speak, or he may lack the vocabulary to express his thoughts. I have both issues, so I make an effort to increase vocabulary and to sub-vocalize my thought before I attempt to speak it.
The sub-vocalization really is not a good idea, but it seems to make my communication a bit more understandable.
You might try going to a speech therapist or what i believe would really help, it helped with my nephew, is boost his self esteem
I'm xtian and will advise that you seek the face of the Lord. Contact your pastor and pray together for the boy's deliverance.
Maybe he is a bit eager and therefore is not taking the time to focus on pronunciation. You could try to speak with him at home, after he reads a book sit with him and discuss the book. you make mention of his mistakes so that he would focus on them in the future when he is discussing anything. Worth a try.
Get him into some music, singing or an instrument, because it teaches a person to read ahead and to organize thoughts. Chess is good too. Have him practice tongue twisters, read aloud to you, and have him assessed for speech services.
