Use a humidifier and an aspirator... BUT GENTLY!
Personally I wouldn't use a decongestant on a baby that small without going to see a doctor.

However the website says it can be used by babies 2 months and up.

ALWAYS consult a pharmacist about medications if you are not sure. Even over-the-counter medications, even something as simple as antibiotic creams. They are very knowledgable and they are free. Often you can even speak to them over the phone. They know more than most doctors particularly about medication use in pregnant and nursing moms and infants.
