I think your age range is too broad to give a complete answer to this question. A child develops and changes so rapidly from birth to 3 years that there isn't just one easy answer. What you need to know is what skills your child should be learning at a given age, and then develop games and routines that will help them with those particular skills.

The books "What to Expect the First Year" and "What to Expect the Toddler Years" by Eisenberg, Murkoff, and Hathaway are useful references. They tell you month by month what skills your child should be developing and offer suggestions to help you help your child along the way. I have found them very useful with my own children.
sorry.. this question is very unclear could you elaborate some?
even with the add of details I'm not sure of what you mean, the doctors are trained to see what developmental stage the baby is at by like smiling and lifting it's head by it's self and what it can do, my son is 2.5 months old and that is what his doctor was just asking me if he was smiling and he seen if the baby was put on his tummy if he would lift his head.
