I think that you should not be worried. I can't quite remember when my son started laughing, I think it was about 2 months old, but every baby is different and they progress differently too. My nephew is the same age as my son and he just really started laughing when he turned about 10 months old. He had more of a quiet laugh then a loud one when he was younger. I think when they smile they are really laughing on the inside. You don't need to worry and i think if you ask the doctor they would tell you the same.
my baby has only laughed a couple of times and she is 5mnths. She was really laughing when sil played peek a boo with her but otherwise she hardly ever laughs. She is cooing though.
