Johnson's moisturizing lotion is best. It just keeps it moist until it clears up on it's own. If your baby is over 1 yr you can use some Caladryl clear lotion.
It is probably just a little chapped because of the cold. Put a little baby lotion on it at every diaper changing.
If she's a newborn and they're little white bumps, it's totally normal and will go away on its own.
hydrocortizone cream 1% is safe
use a little hydrocortisone- it will be gone the next day!
Try 1% hydrocotizone
