The answer is yes. This rare condition is called imperforate anus and is diagnosed at birth on the first examination. It can simply be a matter of the large bowel not reaching the skin where a simple operation is performed to correct this. However there can be more serious complications such as genital tract involvement and sometimes cardiac abnormalities. For instance some cases involve the large bowel opening being in the genital tract rather than to the outside world. These babies obviously require urgent surgery and ongoing investigations to determine the extent of the problem. Sometimes a temporary colostomy needs to be performed to enable the baby to eliminate waste products while further investigations take place and future surgery is planned.

im sure.. its not all that uncommon for a baby to be born without an anal opening, but absence of the entire rectum i'd say is rare.. but im sure its happened.

Babies have been born without every organ or unformed organs (which would be the case here). A rectum is too specialized an organ to be surgically "duplicated" so the baby would have to have to be given a colostomy (external opening in his abdomen for eliminating waste). One of my pals was born without one, and they had to perform a surgery and "drill" one when he was a day old. He was perfectly fine after that!
