At age 24 months a child should be motto 50 words and combining 2 words together "daddy go, want juice" It would still be typical for copious speech errors to be prevalent.
By three I would expect short sentences and mostly understandible speech. Don't worry if your child is have trouble pronouncing r, l, th, sh, and ch sounds though, these develop later.
