You need to take to the hearing and laywer any proof (written documents) showing that she is unfit, find out about her employment status and how the child is currently being supported, and prove to the judge why she should not have custody. The judge should issue at least a temporary custody order and set a date for an upcoming trial to decide what is in the best interest of the child.
Get himself a lawyer and he can stop the mother from moving to another state. By te sounds of it he should look into getting custody of the child if she is making suicide attempts.

It's all about custody. If there is no court ordered custody arrangment then who ever has the child has custody and can do what they like. If dad has been caring for the baby while mom was in the hospital, I'd say don't let her take him/her at all. If she wants to visit she can come to dad's house and see the baby.
If there is court-ordered custody, then it's whatever is in that document. Some arrangments forbid either parent from moving out of state, others don't.
