Yes, close family could. Grandparents, uncles, aunts. Even my oldest brother could, and did. He was my caretaker for a couple of years while Mom went away to school.
Nowadays, none of the above could, excepting maybe that big brother when he was in charge. I suppose the child could report him, tho.
When I was at a relatives house when I was a kid, I was told that I should act the same there as I would at home. If I acted up while I was at the relatives home, then I would get spanked in the same manner as I would if I were at my home. I learned that you should show respect to any member of the family and anytime you are in public, not just to your parents while at home. My relatives never had to spank me while I was in their care, and it was a rare thing that my parents ever spanked me. When they had to, I definitely deserved it. In my recollection, I was only spanked twice by my mother and just once by my dad. I only use spanking as a last resort with my own kids. Have only had to do it once with each child.
