Well at 17 there isn't much you can do. I would say put her into the court system and let her go into a group home from incorrigible teens.
And coming from a girl whose brother is a state cop. It is not illegal to spank your child for doing wrong. It is illegal to abuse your child but there is a difference in the 2. But of course at 17 its alittle ridiculous to spank your child.
My brother has been called out to people homes because a kid called the cops because their parents spanked them. And he flat out told them it isn't illegal and if you are doing wrong and that is how your parents chose to discipline you there is nothing they can do. As long as there is no evidence of abuse

Sometimes they have mental problems and need psychiatric care
Sometimes they are just bad people (very rarely)
Maybe she needs mental care, or maybe she needs to be put with child services or in boot camp so she knows how good she has it at home. Hey in a few months she will be 18 and your mom won't have to give her a home anymore.
punishment is a joke, my brother stayed out all night one night, so my dad decided to give him an attitude adjustment, so he cut his hair. he called the cops, and my dad now has an emotional abuse charge on his record. SS was considering taking myself, and my sister off to a foster home. My parents couldn't deal with him, so @ 14 they shipped him to my uncle, i don't know if that was a mistake, because even to this day he can't function like a normal adult. Your sister needs some counseling, not an *** whoopin'.
first of all if I had ever (and I did) see my sibling older or younger put the lip on or the smack down on my mom I'd have layed her out colder than a wedge~! It is plain & simple she is out of control and you or your mother need to STEP UP~! 1st thing if she does not respond to being talked to or any authority at all. The next step if you care for her and want her to be a good citizen etc.. is turn her in wither call te sheriff or turn it over to family and children services. And the thing with school if she really is absent alot then why hasn't the school officials done something about it already? Step up and don't lay down for the unrulyness and the tiradesl stop it

what your mom should do is the next time your sister hits her, dont hit back, call the police. make them arrest her, put her in juvi, something like that. that will teach her
wow you have some issues. aside from an uncontrollable sister, you have skewed visions of individuality. if people want to dress 'gothic' then that should be their choice, not your burden.. and just because they dress a certain way doesnt mean they 'act out' more than any other teenager does. drop the stereotypes and maybe you can help your sister. since she sounds sooo bad and bisbehavioral, then you can get her sent to juvenile hall... she can go just for missing x amount of days unexcused. get her to do some time and maybe she will show some improvement... or at least she will be out of your hair for a few months.
your mom CAN press charges on your sister. if she doesn't, she's part of the problem and allowing it to continue. at 17 there isn't much more she CAN do.
