Why not try discipline instead of punishment?
Spanking in punishment. Discipline would be actively trying to teach your child his behavior is wrong. You don't want your son, wheelchair bound or not, believing it is ok to act up just as long as dad isn't around. You want him to know that even if dad is not there and even if he is out in society, it is still wrong.
Discipline him do not PUNISH him to get "even". Be a parent not a dictator.
take the cellphone away if he abuses it
obviously you would have to spank him above his heart and that might be considered child abuse.try another form of discipline like taking away privelages instead.
