There is a National Sex Offenders list. I found it by searching on-line for Sex offenders for my city and state. It gave me addresses, pictures and even when and what they were convicted of. i think the best thing to do is to call your local police dept. they will be able to tell you all that you want to know.

Do you want the "local rapers that just got out of jail " not to bother your children?...
If that is so., I guess your best bet is to have at hand your local police number just in case. If there is a police unit around your neighbourhood walk up to them and let them know your concern. I'm sure they will listen.
Most importantly. Allways, keep an eye on your children and where they are. Also, ask them to try not to go where harm could be.

There's a site called something like "watchdog" search for it and it will locate criminals near you and what they were convicted of...along with pictures of them.
