It would depend on who has custody.This is a very hard subject to get into but I would think that they could possibly charge the grandmother with kidnapping and that would really be sad. You must always get permission.

Unless the grandmother has sole custody she has no rights. If she does has sole custody and the papers spell out that she has to notify you and/or the father then immediately contact an attorney don't wait. If she tries to fight you for custody the courts will think you didn't care if you allow it to go one to long.

Call an attorney if you gave the grandmother permission but she has kept him away longer than you had planned. Call the police if she didnt have any permission and has not intention of coming back. If you think she will go on the run with the child immediately call the police.

The sooner you deal with this the better. If you let it go on to long it will look to the courts as if you didn't care.
