The fact that your daughter continuously steals may be a sign of a much deeper problem. You can try discussing this with her and see if you can determine what might be bothering her. You must face up to the reality that she might be on drugs and is stealing to get money for that. It is a very hard thing for parents to admit that their kid would do that. Take her and the object she stole and bring it back to the owner and make her admit to it and apologize. If it was from a store make her pay for it also and maybe the store manager will call the police on her. That should get her attention.
If this is a chronic problem, chances are that she is trying to get attention. I would suggest counseling. Serious action should be taken before your daughter ends up in trouble with the law.

Like stated already. Take her and the stolen object back to the store, and make her give it back. If the owner presses charges than she will have to handle the consequences. Stop it now or it will lead to worse problems down the road. Maybe she needs a scare from the police. Have them talk tough to her and scare the hell out of her.
