My 3 yr old grandson refuses to use the toilet when he has a bowel movement. How do I get him to?

Have you tried a reward system? It can be candy or a small toy from one of the dollar stores. I know that some parents are against the reward system, however every child responds differently and it is worth trying new ideas. You may also want to check with the child's doctor for additional suggestions or help.
I'd say that you just may need to wait until he's ready. Some kids just want things their own way, so you could just let him think it's his idea too. When I was training my daughter I used rewards for every time she used the toilet. She got one Smartie (candy) everytime she went #1 and one small Tootsie Roll for going #2. But she only got the candy if she asked for it. She finally stopped asking for the candy after about 2 weeks and she was fully trained by then.

I had a friend who suggested to me that I let my little one run around pants-less. Perhaps your grandson is so used to the diaper/pull-ups/pants that he just does not realize when he is dirty. Try letting him go without the pants and maybe he will become more aware of his bodily functions (but be prepared to clean up a mess or two until he gets the hang of it).
