Build a fort out of sheets draped over the couch or his crib. Invite all the stuffed animals to a tea party. Go for a walk. Go to the zoo. Go to the aquarium. Go to the airport and watch all the airplanes taking off and landing. Go to a children's museum. Fill a dish tub (or rubbermaid bin) with soapy water and let him give his toys a bath. Have a picnic in the living room. Mix shaving cream with food coloring in muffin tins and let him "paint" the bathtub and shower walls (then just rinse it all down the drain). If it's snowy where you live, fill a squirt bottle with colored water (food coloring...let the child pick which color he likes) and take him out to spray the snow in pretty colored designs. If it's not snowy, go outside and make mud pies.
Finger paint!! I swear by it! I did it all the time with my daughter and she loves it!!
Singing and dancing, PlayDoh, Drawing (Scribbling :p), finger painting (theres loads of recipies online for edible finger paints if your worried about that!), making cookies, mini versions of housework.when I was nearly two I used to always want to help around the house so I had my own washing line and learnt how to pin washing up by myself, and I grew vegetables, I washed the spoons and plastic cuttlery in the sink ect.
A lot of good answers from other posters on things you can do at home.The best thing my wife and I did for a fun out of home activity was enroll our 14 month old (now 17 months old) in a gym class. I thought it was just going to be a rtaher unstructured playground type situation with no real learning but the gym class we go to is structured around activities designed to encourage specific physical development skills. Our son absolutely loves it and it's also a great social development activity for our son.
This was a tough age for my daughter and I too. She was too young to do most activies, but too old to be interested in baby toys. The previous person mentioned finger painting, which can be great, but messy! I would suggest using food subsitutes instead of paint since most 18 mnth olds still love to put everything in their mouths.

My daughter liked activity books (also called quiet books). A trip to the park is always wonderful since they never seem to get enough excercise.

We also had fun making snacks. Take cookies for example, I would make the batter, and she would help drop it onto cookie sheets, or cut out the shapes. We would sometimes use cookie dough as play dough. You can always add colors for interest, and no harm if she eats it (as long as there are no eggs in the batter).

Singing is another one she still loves. Buy a childrens music CD and sing along. Children don't critique like adults so have fun with it, and don't be affraid to dance too. Since vocabulary is limited, singing and dancing can help develop a healthy way of expression so it simply can't be overdone.

Other than that, lots of hugs and kisses. There are never enough, or too many of those! Enjoy them while they're little!

You can color, play beauty parlor, tag, have them read you 'stories', play house, roll the ball back and forth to each other. There are many kinds of activities for an active toddler to play. Pretty much anything an older child does only in safer/smaller scale versions.
