my mum owns a shop and you can get a paper round at 13, he could also go to the local market and ask around for a few hours each Saturday, my brother was working on a market at 13 for the weekend,4 hours a day (its not much pay, maybe an extra £15 per day).

p.s. if he doesn't ask he wont get, only he can do it not you, so tell him to go and ask!!
i believe you can get a work permit in most states at 14 or 15. Call your local labor office to find out for sure.
at 12 you can get a paper round

if it involves working with children, selling alcohol etc it's 18!
I was about 13, but I think its 14, depending on the type of work.

If its shop work, some businesses may not unless he is a mature responsible lad who they feel that they can trust and who will work hard. If he has maturity and confidence, he'll be ok.
