I think $5 an hour is a good, reasonable amount, especially since she is a single mom, and single moms typically are struggling just a little.
Here are some tips to get him to be less unruly...
1) Suggest a game or a movie.
2) Inform his mom of the situation and ask her questions about his favorite movies, toys, and games.
3) If you get him to settle down, still watch him and act involved, because if you start talking on the phone or painting your toenails or whatever, he will more than likely start to act up again.
One thought...since his mom works so much, the acting up thing might be for attention. Next time, be sure to give him a lot of attention and special care. Act interested in what he is doing, and if he goes to preschool, talk to him about that.

I think it would be unfair to raise the amount you charge, lets face it, realistically, if you worked in a nursing home and had difficult patients you wouldn't get a pay rise just because of that.
Children as I'm sure you have realized are all different and they need different types of stimulation, perhaps a play at the park, or walking the dog might wear him out enough to settle him down, when hes at home set boundrys for him, for bad behaviour give him time out in a corner where he gets no attention. But remember to praise his good times aswell.
If you get $5hr and are not licensed, then you are extremelly lucky. I would just talk to his mother about his behavoir, maybe she has some suggestions.
Wow!! Wish I lived where you do. I'm a SAHM and have babysat kids before for extra money. For a 4 year old I charged $15/day (daycare in my area charges $20/day) or $70/wk (daycare in my area charges $75)
