No. Menstruation happens after ovulation. Mentruation is what rids your body of the egg and the protective lining the uterus created in case the egg was fertilized.

"Technically" it is not supposed to, but remember that sperm can live in the right(IE a woman's vagina) environment for up to 5 days, and many women report getting pregnant during menstruation.
Also, remember that the egg being released and then reaching the fallopian tube(where it is fertilized) takes time, as does the traveling of fertilized egg to the implantation site(which is when it is is considered a pregnancy).
There are not really "safe" times in a woman's cycle, unless that woman has a 100% regular cycle, monitored by daily mucus and body temp. checks.
