When do I start taking cough syrup to thin my CM?

At what point in my cycle do I need to do this? Does it matter the brand? Does it matter what time of the day?

Never! Are you crazy, don't do that to thin your cervical mucus, if you are that far along you can severly injure your baby, you are too close!
Why would you do that?? You need to let nature take it's course, your baby will come naturally, trust me, I know how hard it is to wait, both mine were over due, but also healthy. I've never heard of the cough syrup thing, but there are plenty of medicines you're not supposed to take while pregnant, and if you do get some ask the pharmacist if it's safe to take while pregnant. Please don't take any unnecessary risks this far along.
